WILLIAM J. TINSLEY, JR., JOINS GOLDBERG AND CONNOLLY'S CONSTRUCTION AND COMMERCIAL LITIGATION PRACTICE GROUPS

NEW YORK-October 21, 2010-Goldberg & Connolly is pleased to announce that William J.
Tinsley, Jr
., has joined the firm as a Partner and a member of the firm's Construction and Commercial
Litigation Practice Groups.

Prior to joining Goldberg & Connolly, Mr. Tinsley was a Member of the regional law firm, Sills
Cummis & Gross PC, which he joined in 1996 and became a Member in 2002. He began his legal
career in 1992 at Pitney Hardin Kipp & Szuch (now Day Pitney) and is licensed to practice law in
the State and District Courts of New York and New Jersey.

Mr. Tinsley has litigated major construction matters on behalf of contractors, owners,
developers and engineers involving design and construction defects, cost overruns, delay
claims, wrongful termination disputes, surety bond claims, construction takeovers and defense
of prevailing wage class actions. Recently, Mr. Tinsley defended New Jersey Transit in a $150
million litigation brought by Bechtel and Bombardier involving the RiverLine light rail project in
Southern New Jersey. On behalf of a surety company, he brought a multi‐million dollar action
against Nassau County for costs overruns on a force main sewer project. He has litigated cases
involving a wide range of construction projects, including power plants, light rail systems,
pharmaceutical laboratories, retail centers, condominium projects, schools, infrastructure
improvements.

Mr. Tinsley is also experienced in complex commercial litigation and arbitration matters
concerning financial workouts, landlord‐tenant disputes, restrictive covenants, products
liability, commercial fraud, contract disputes and a wide variety of other business‐related
issues.

Prior to practicing law, Mr. Tinsley spent over ten years in private business as an executive for
an international cargo salvage company and, prior to that, in commercial development and
construction. He received a B.A. degree from the University of South Carolina and a J.D. degree
from New York law School where he graduated cum laude and was a member of the school's
Law Review.

Mr. Tinsley is a member of the American Bar Association's Forum Committee on Construction
and the Fidelity and Surety L aw Committee and the National Bond Claims Association. He is AV
rated by Martindale Hubbell.
