Darrell W. Harp is of Counsel to Goldberg &
Connolly and brings a 32 year career as General Counsel and Assistant
Commissioner for Legal Affairs to the New York State Department
of Transportation (NYS-DOT).
Mr. Harp has developed a national reputation
for both leadership and innovation in public highway contracting.
His extensive experience provides exceptional insights into the
“ins and outs” of the New York State DOT and its contracting program.
He helped to institutionalize the concept that fairness and straight-dealing
actually provides a win-win equation. During his long tenure with
the State, Mr. Harp participated actively in virtually every major
NYS-DOT contract claim dispute.
Mr. Harp is the Founding Chairman of the Executive
Committee of the Highway Innovative Technology Evaluation Center
(HITEC), a government/private industry joint venture in Washington,
D.C. established under the Civil Engineering Research Foundation
to test and evaluate innovative transportation products and concepts.
In private practice, Mr. Harp has served the
needs of the public and private contracting communities with regard
to contract claims, contract administration, highway and bridge
related disputes, including highway "right of way" issues.
He is also regularly called upon by heavy-highway construction
trade associations such as the Construction Industry Council of
Westchester and the Hudson Valley and the Long Island Contractors
Association on legal and regulatory issues. He is also a leading
expert on the NYS-DOT's overweight vehicle permitting regulations.
Mr. Harp recently
won the landmark City of Peekskill case on behalf of the CIC by
obtaining an injunction preventing the improper regulation of construction
vehicles by a local municipality. Throughout his career he has published
numerous articles on transportation and heavy-highway construction
law related matters.
Mr.
Harp is admitted to practice in the courts of the State of New York,
the United States District Courts for the Northern and Southern
Districts of New York. He graduated from Union College in
1960 and h e earned his J.D. from Albany Law School
in 1963 .
